Townships of South Glengarry and North Glengarry

Beyond the Minutes – Glengarry TV- Perspectives on Municipal Decision-Making

About the Art

Two mirrored figures reach toward each other in this stained-glass, art nouveau piece. These personifications of South Glengarry and North Glengarry appear independent yet connected, their fingertips nearly meeting beneath a Scottish thistle. That gesture is the piece’s heart: not two townships merged into one, but two distinct voices in ongoing dialogue, echoing Southern Perspectives and Northern Perspectives, the conversational video series that gives each Township’s mayor a direct candid line to residents. Drawn in the tradition of Charles Rennie Mackintosh and Margaret Macdonald Mackintosh, the figures wear gowns detailed with Celtic knotwork, their blues and greens echoing the region’s own tartan. The thistle between them and the fleur-de-lys marking the frame’s corners (a nod to the Townships’ place along the St. Lawrence) root the piece in a shared proud Scottish heritage worn by both communities. Like the series itself, the work treats connection between neighbours as something worth making visible.

Recurring local-media videos let the mayors of North and South Glengarry explain recent Council decisions, local issues and their expected community effects.

North and South Glengarry use recurring mayoral interviews to explain Council decisions, their rationale and community impact in plain language, while inviting residents to shape future discussion topics.

Beyond the Minutes gives residents of South and North Glengarry another way to understand what happened at Council and why a decision was made.

The two municipalities partnered with local media business Glengarry TV to produce recurring video series for each township, titled Southern Perspective and Northern Perspective. The professionally produced videos feature one-on-one interviews with each municipality’s mayor about recent Council meetings, key decisions and emerging local issues.

The initiative responds to a common transparency gap. Municipalities publish agendas and minutes, but those documents can be technical, lengthy and difficult for many residents to interpret. The Perspectives videos help bridge that gap by translating complex governance processes into accessible conversations, including the rationale behind decisions and their expected impact on the community.

The series also invites viewer-submitted questions, creating an ongoing dialogue between elected officials and residents. The interviews give residents another way to hear elected officials explain decisions, respond to questions and discuss issues affecting the community.

The series adds explanation to the formal public record. Instead of expecting residents to find and interpret agendas and minutes on their own, the Townships use video and local media to discuss the context behind decisions in a more familiar format.

The videos cover infrastructure, planning, budgets, services and local development. They also invite viewers to suggest questions for future episodes. That combination gives residents more context for decisions that affect daily life and another route into local government between formal meetings, while leaving the agendas, minutes and other official records in place for anyone who wants the detail.
