Town of East Gwillimbury
Term in Review: Building public trust through community engagement
About the Art
Ribbons of information representing the pillars of East Gwillimbury’s strategic plan create an unbroken loop of continuous motion through this op-art piece. Each ribbon moves independently, yet none can be read on its own. Together, they form the fuller picture of what’s happening across the Town with no single thread telling the whole story alone. At the centre of the work, these threads of information swirl together, powerful and alive, forming a funnel that speaks to the transparent sharing of information from the Town to its community. The effect is deliberately dynamic – not a static report sitting on a shelf, but something powerful and still in motion: the Town sharing what it’s done, residents responding, and that response folding back into what happens next. It reflects the Term in Review Initiative’s fuller ambition: not just publishing a report, but building a continuous, two-way relationship between a Town and the community it serves, where information and response keep circling back to one another.

A term-end reporting and engagement initiative that turns four years of municipal work into an accessible public report, highlights, visuals and a community feedback campaign
East Gwillimbury’s Term in Review gives residents a clear account of four years of municipal results, then uses that evidence to invite informed feedback on future priorities and services.
East Gwillimbury’s Term in Review pulls four years of municipal work into one public account, giving residents a clear picture of recent accomplishments before asking what should come next.
The initiative centres on a plain-language Term in Review report that summarizes results to date, with some projections through the end of the 2022–2026 Council term. It uses visual storytelling, metrics and “Did You Know?” features to explain programs, services, investments and the behind-the-scenes work that supports front-line service delivery every day. The report brings together information from a wide range of municipal sources into one accessible resource that is easier for residents to understand and use.
The initiative also includes a Highlights document, marketing material and a community engagement campaign. These resources create different options for residents to learn about the Town’s work, whether they’re interested in a quick overview or more detailed information. The work builds on the Town’s annual reporting on Strategic Plan implementation and annual financial reports, creating a reporting framework that shows progress over time and summarizes results at the end of the term.

The Term in Review is not just reporting for Council. It is designed for residents. It explains what the Town does, demystifies how municipal government works, connects strategic priorities to measurable outcomes and invites residents into the conversation.
The Term in Review now supports the Town’s #MyEGExperience engagement campaign, which invites residents to evaluate municipal services and help inform future strategic planning, budgeting and service improvements. By sharing evidence about what the Town has delivered before asking residents what should come next, the initiative gives the community greater context for considering priorities, results, trade-offs and future choices.
